I know that you have to be able to place the piece back on top of the tower (which he hasn’t done, so his turn isn’t over yet), but I have never heard that you have to be able to return the piece to its original position. Still, it’s a ballsy move.

The rules are pretty vague on “punishment”, but they are specific about only using one hand. Therefore, if the rule is broken, I assume you either have to undo what you did (which he can’t) or forfeit the game.
